A WPI-8 is a Certificate of Compliance issued by the Texas Department of Insurance confirming that construction on a property meets the windstorm building code. In Brazoria County a re-roof needs one for the property to stay eligible for wind and hail coverage through the Texas Windstorm Insurance Association.

Brazoria County is one of fourteen first-tier coastal counties in the designated catastrophe area, alongside Aransas, Calhoun, Cameron, Chambers, Galveston, Jefferson, Kenedy, Kleberg, Matagorda, Nueces, Refugio, San Patricio and Willacy. The Windstorm Inspections Program has applied since 1 January 1988, and it is county-wide, not coast-only. Rosharon, Iowa Colony, Manvel, Alvin, Angleton and every other Brazoria address is in it.

TDI's own wording is short and worth quoting: "Additions, alterations, re-roofs, or other repairs to a structure must comply with required windstorm building codes to remain eligible for coverage through TWIA."

Does my Rosharon house need a WPI-8?

You need one if the structure was built on or after January 1, 1988 and you carry or want TWIA wind and hail coverage. Structures built before that date are not required to have a WPI-8 for TWIA coverage, which exempts a good deal of the older acreage housing along FM 521 and CR 48 and almost none of the subdivision stock on the 288 corridor.

If you are insured for wind and hail in the private market and expect to stay there, the certificate is not mandatory. The reason to get it anyway is that the private market in this county is shrinking fast, and the day your carrier non-renews you, the certificate you did not get becomes the thing standing between you and coverage.

Why this matters more in Brazoria County every year

TWIA's share of the residential wind and hail market in Brazoria County went from 39% in 2023 to 47% in 2024 to 51% in 2025, measured by insured exposure. That is a twelve-point move in two years and it is the private carriers withdrawing, not homeowners choosing. Brazoria is now TWIA's second-largest exposure in the state at $25.39 billion of insurance in force, 20% of the entire book, behind only Galveston.

Put plainly: more than half your neighbours are now insured by an association that requires a certificate on your re-roof.

How the process actually runs

  1. Enrol before the shingles go on. An Application for Windstorm Building Inspection, form WPI-1, is submitted to TDI. This is the step that gets skipped, and skipping it is what makes everything afterwards expensive.
  2. The work gets inspected while it is open. Either a TDI windstorm inspector or an appointed qualified inspector looks at deck attachment, underlayment and the fastening pattern before the roof is closed up. Brazoria County is served by the TDI field office at 209 E. Mulberry, Suite 500, Angleton, TX 77515.
  3. The inspector files. An appointed inspector completes a WPI-2; a TDI inspector completes a field form, WPI-7.
  4. TDI issues the certificate. If the work meets code, a WPI-8 is issued against the address. TDI transmits the information to TWIA nightly and publishes every certificate publicly.

What the code actually asks for on a Rosharon shingle roof

  • Six fasteners per shingle, landed in the manufacturer's reinforced nailing strip. Not four.
  • A shingle with a wind rating and a current TDI product evaluation for the applicable zone, not whatever was cheapest at the supplier.
  • Deck attachment and deck condition that meet the code, which is why an overlay over old shingles cannot be certified.
  • Correctly fastened drip edge, and flashing details built rather than sealed.

None of this is exotic. It is a slightly better roof than the minimum, and the difference in price between a certifiable roof and an uncertifiable one is a few hundred dollars on a $14,000 job.

What if my last roof was never certified?

Two routes back, and they are not equally good. If the house sits in the 1988 to 2009 window and never went through the process at all, TWIA can still write it under the noncompliant provisions with a 15% surcharge on the premium, indefinitely. For work done since, the route is a post-construction evaluation: a TDI-appointed Texas licensed professional engineer inspects what can be inspected, produces a sealed report, and TDI issues a certificate if it meets code.

The honest limitation is that a finished roof hides everything that matters. Nailing pattern, underlayment and deck attachment are all under the shingles. Sometimes the engineer can reach a conclusion and sometimes the answer is that it cannot be determined without opening the roof up. That is the real cost of the cheap uncertified quote, and it arrives years after the saving.

Can you look up whether my address has one?

You can look it up yourself, free, in about a minute. TDI publishes every certificate ever issued, searchable by address, at the WPI-8 search. Do it before you buy a house in this county, and do it on any roofing company's claimed work before you sign with them. It is the closest thing Texas has to a verifiable record of who actually does this properly, given that the state does not licence roofers at all.

Does metal or tile certify differently to shingle?

The principle is identical and the paperwork changes. What matters is that the specific product has a current TDI product evaluation for the wind zone and that it is installed to that evaluation. Standing seam metal certifies well because a concealed clip system has no exposed fasteners for wind to work under. Exposed-fastener R-panel and imported panel frequently have no evaluation at all, and a supplier who cannot produce the number is telling you something. Same test for tile and for synthetic slate.

What is a WPI-8?

A WPI-8 is a Certificate of Compliance issued by the Texas Department of Insurance confirming that construction on a property meets the windstorm building code. TWIA requires one for a structure to be eligible for wind and hail coverage, and it is what a building code credit of 19 to 33 percent is applied against.

Is Rosharon really in the windstorm zone? We are nowhere near the beach.

Yes. The programme applies to entire first-tier counties, and Brazoria County is one of the fourteen. Distance from the water does not exempt an address. The same applies in Alvin, Angleton and everywhere else in the county.

How much does the windstorm inspection cost?

$300 to $800 for an engineer inspection, depending on property size and whether a TDI inspector or a private appointed engineer does it. Against a $14,000 roof and a wind premium credit of up to a third, it is not the expensive part of the job.

Does the inspection delay my roof?

No. Enrolment happens before work starts and the inspection fits around the build. The certificate itself typically arrives a few weeks after completion. Nothing about the process holds up the crew.

Can I get a certificate on a roof somebody else already installed?

Sometimes. It requires a post-construction evaluation by a TDI-appointed Texas licensed professional engineer, who inspects what is visible and files a sealed report. The honest caveat is that a finished roof hides the nailing pattern and the deck attachment, so the engineer cannot always reach a conclusion. Getting it done in the right order is far cheaper and far more certain.

What changed on 1 April 2026?

TDI adopted the 2024 IRC and IBC as the windstorm-resistant construction standard, effective 1 April 2026, replacing the 2018 editions that had applied since September 2020. Work enrolled from that date is certified against the newer code. In practice the difference on a residential re-roof is modest, but it is the reason a contractor quoting from a 2023 spec sheet is quoting the wrong thing.
