What actually moves the number

Four things, in the order they usually matter.

  1. Decking. How many sheets have to come out. Labour plus material plus disposal, and it is the one nobody can see from the ground. It is also the commonest place a roofing bill runs away from a homeowner, which is why it belongs in the quote as a per-sheet price rather than a mid-job conversation.
  2. Pitch. Past roughly 7:12 the crew ropes up and productivity halves.
  3. Storeys and access. Staging, ladder work, and whether a dump trailer can get near the house.
  4. Penetrations. Every vent, pipe, skylight and chimney is a hand-flashed detail rather than a run of shingle.

Material is the smallest of the four. Upgrading shingle line on a 26-square roof is a few hundred dollars. Eleven sheets of rotten decking is a few thousand.

The cost line most Rosharon quotes leave off

Brazoria County is one of fourteen first-tier coastal counties in the Texas Department of Insurance designated catastrophe area. TDI states that re-roofs must comply with the required windstorm building codes to remain eligible for coverage through TWIA, and since April 1, 2026 the applicable standard is the 2024 IRC and IBC as amended by TDI.

So a Rosharon re-roof carries a windstorm engineer inspection at $300 to $800 that a Fort Bend County re-roof does not. Against that, a certified roof earns a TWIA building code credit worth 19% to 33% of the wind premium, every year the roof is up there. What is a roofing square?

A roofing square is 100 square feet of roof surface. Roof area is always larger than floor area because of pitch and overhang, usually by 15 to 40 percent, so a 2,200 square foot single-storey house is typically 26 to 30 squares of roof. Contractors quote in squares and homeowners think in house size, and that mismatch is where a lot of confusion about pricing comes from.

Why is one quote thousands cheaper than another?

Usually one of four things: an overlay instead of a tear-off, four nails per shingle instead of six, felt instead of synthetic underlayment with no membrane at the details, or no windstorm certification line. All four are invisible the day the job finishes and all four cost you later.

Ours does, as a stated line. In Brazoria County a re-roof needs a certificate to keep TWIA wind and hail eligibility, and the engineer inspection is $300 to $800. A quote that leaves it off is not cheaper, it is incomplete.

Is it cheaper to re-roof in winter?

Marginally, in that crews are less busy between December and February. Against that, shingles seal more slowly in cool weather so the roof takes longer to bond down. The best window here is February to May: ahead of hurricane season, warm enough to seal, and before deck temperatures make afternoon work slow.
