Rosharon is roughly thirty miles from the water and it is still inside the Texas Department of Insurance designated catastrophe area. Brazoria County is one of the fourteen first-tier coastal counties, so a re-roof here is not just a re-roof.

TDI's own wording: additions, alterations, re-roofs or other repairs must comply with the required windstorm building codes to remain eligible for coverage through TWIA. Since April 1, 2026 that means the 2024 IRC and IBC as amended by TDI. If your roof goes on without the paperwork, the coverage is what breaks, and you find out at claim time.

Homes built before January 1, 1988 are exempt. Everything newer is not. This is the single most expensive thing Rosharon homeowners do not know, and it is why this page exists.

The things worth understanding before you spend $15,000

Repair or replace: how do you actually tell?

Replace the roof when the damage is spread across more than about a third of the surface, or when the shingles are past roughly 80 percent of their rated life. Repair it when the problem is one identifiable point of failure on an otherwise sound roof. The reliable test is not how bad the stain looks inside, it is what the shingle does when you lift a tab: if it snaps rather than bends, the asphalt has given up its oils and patching it is money spent on a roof that is leaving anyway. Age matters more than appearance in this climate, because Gulf Coast UV ages a roof faster than the shingle warranty assumes.

Why does the ceiling only leak when the wind blows from the south?

Wind-driven leaks come from a failure that water cannot reach in vertical rain but can reach when rain arrives sideways. Usually that is step flashing at a wall, a lifted shingle edge on the windward slope, or a ridge vent whose external baffle has been damaged. It is one of the most useful things you can tell a roofer, so make a note of the wind direction next time it happens, and the diagnosis gets much faster.

What happens if the previous owner never got a WPI-8?

A missing certificate on a house built between January 1, 1988 and June 19, 2009 puts the property in TWIA's noncompliant category, which is insurable but carries a 15% surcharge on the policy. For work done after that, the practical fix is a post-construction evaluation: a TDI-appointed Texas licensed professional engineer inspects the completed work, files a sealed report, and TDI issues a certificate if it meets code. That costs more than doing it in the right order and sometimes it cannot be done at all, because nobody can see the nailing pattern under a finished roof.

Does a new roof lower a Texas homeowner's premium?

A certified new roof can earn a TWIA building code credit worth 19% to 33% of the wind premium, depending on where the property sits and which code it meets. That is a real number, not a marketing one, and it is recorded on the certificate itself. The credit is one of the better arguments against the cheapest uncertified quote on your kitchen table, because the discount compounds every year the roof is up there and the cheap quote earns none of it.

When is the right time of year to re-roof around here?

The best window in Rosharon is roughly February to May, before hurricane season and before the deck temperatures make afternoon work miserable and slow. Shingles seal fastest in warm weather, so a winter install takes longer to bond down, and a July install means the crew starts at first light and stops at two. A roofer knocked on my door after the storm and offered to cover my deductible. Is that legal?

No. Texas House Bill 2102 makes it a Class B misdemeanour for a contractor to pay, waive, rebate or credit your insurance deductible, punishable by up to $2,000 and up to 180 days in jail, and a homeowner who knowingly participates is exposed as well. It reaches absorbing the deductible inside the estimate, gift cards, cash back and "free roof" advertising. After Beryl the BBB was fielding scam reports almost as fast as the storm moved through, and the deductible pitch is the reliable tell.

Do I need a permit to replace a roof in unincorporated Brazoria County?

Rosharon is unincorporated, so county rather than city rules apply, and Brazoria County runs residential building permits through the Floodplain office at 111 E. Locust St. in Angleton on 979-849-5711. Two practical details the county publishes and nobody plans around: allow up to 20 business days, and they take cash, check or money order only, no cards. Cross into Iowa Colony and it is a city department with its own timetable instead.

My house is older than the windstorm program. Am I exempt?

Structures built before January 1, 1988 are not required to have a WPI-8 for TWIA coverage. There is a middle group too: homes built on or after that date and before June 19, 2009 that never went through the inspection process can still be covered, but the policy carries a 15 percent surcharge. A lot of the older acreage stock around Damon sits in the exempt bracket, while almost every subdivision house on the 288 corridor does not.

Will replacing the roof lower my insurance?

It can, substantially. TWIA applies building code credits of 19 to 33 percent depending on where the risk sits and which building code the structure meets, and those credits are recorded on the WPI-8 certificate TDI issues. A roof that goes on without certification earns nothing, which is the quiet cost of the cheap uncertified quote. Worth asking your agent to price both ways before you decide, especially on the newer builds around Pearland where the credit applies to a bigger premium.

How long does a roof replacement take?

One to two days on site for most Rosharon houses. How do I check whether a roofing company is real?

Texas does not licence roofers at state level, so there is no licence number to check, which is exactly why the fake ones print impressive-looking numbers. Two registries do exist. TDI publishes every windstorm certificate ever issued, searchable by address, at the WPI-8 search, so you can look up whether a company's claimed jobs actually got certified. And the Roofing Contractors Association of Texas runs a voluntary licensing programme with real requirements behind it: two years in Texas, a fixed business address, $300,000 general liability for residential work, and exams at 70 percent or better.
