TWIA rules apply to commercial buildings too

Commercial structures insured for wind and hail through TWIA must be built in accordance with the building standards adopted by the Texas Department of Insurance, the same as houses. Repair, re-cover, or full replacement?

Repair when the failures are local and the field membrane and insulation are sound. Re-cover, meaning a new membrane over the existing one, when the substrate is dry and the building has not already got two layers, since most codes cap it there. Full replacement when the insulation is wet, when there are already two systems up there, or when the deck itself needs attention.

The decision is made by the moisture survey, not by the budget. A re-cover over wet insulation is money spent to make the eventual replacement more expensive, and it is the commonest way a commercial roofing budget gets destroyed.

How do you re-roof a building that cannot close?

In sections, with a dry-in at the end of every working day and a designed tie-in between the completed area and whatever remains. Phasing costs more than doing it in one go, sometimes 10 to 20 percent more, because there is more mobilisation and more temporary detailing. Against the cost of closing a distribution operation for a week it is not close.

What about the metal buildings?
