Houses of this era were built with turbines or a few box vents and soffit that was never properly vented, then had insulation blown in that blocked whatever intake there was. The result is an attic well above ambient through a Texas summer, a cooling bill to match, and shingles reaching the bottom of their life expectancy rather than the top.

Missouri City is outside the windstorm programme, and that is worth money

The TDI Windstorm Inspections Program applies to fourteen named first-tier counties, and Fort Bend is not one of them. Brazoria is. So a Missouri City re-roof does not need a WPI-8, while an identical house a few miles down FM 521 in Rosharon or Iowa Colony does.

Two practical consequences. Your quote should not carry a windstorm inspection line, and if one appears on somebody else's quote, ask why. And if you are shopping across the county line, the certification requirement is a real cost difference between two houses that look identical.
