Every Texas Department of Insurance figure that decides what a re-roof in this county has to be, compiled in one place because it exists nowhere else.

Brazoria County is one of fourteen first-tier coastal counties in the Texas Department of Insurance designated catastrophe area, it is TWIA's second-largest exposure in the state, and more than half its homeowners now buy wind and hail coverage from TWIA rather than from the private market. Every figure below comes from TDI's own published data.
We compiled this because none of it appears anywhere on a roofing website, and all of it changes what a Brazoria County homeowner should do when the roof needs replacing.

Brazoria County's TWIA residential market share rose twelve points in two years, from 39% to 51%. That is not homeowners choosing an association over a carrier. It is private carriers withdrawing from the county, and it means the windstorm certification requirement now applies to the majority of houses here rather than a minority.

At $25.39 billion of direct insurance in force, Brazoria accounts for 20% of TWIA's entire $127.13 billion book and sits second only to Galveston.

TWIA drew $462.7 million out of the Catastrophe Reserve Trust Fund in March 2025 to pay Beryl losses. The fund balance as of 31 March 2026 was $15.2 million, down from roughly $742 million before Hurricane Harvey. That is context worth having when people ask why coverage in this county is getting harder to buy.
The three things a Brazoria County homeowner should actually do
- Search your address. TDI publishes every windstorm certificate ever issued, free and by address, at the WPI-8 search. Find out whether your house has one. Do this before you buy a house here, and do it before you accept a re-roof quote.
- Find your build date. Before January 1, 1988 and you are exempt. Between then and 19 June 2009 with no certificate and you are in the noncompliant bracket, insurable with a 15% surcharge. After that and you need it.
- Ask your agent about the building code credit. A certified code-compliant structure earns 19% to 33% off the wind premium depending on location and code, applied every year. That is the number that makes a certified re-roof pay for its own inspection several times over.

Questions about the windstorm rules
Is Rosharon in the windstorm zone even though it is thirty miles inland?
Yes. The TDI Windstorm Inspections Program applies to entire first-tier counties, and Brazoria County is one of the fourteen. Distance from the water does not exempt an address anywhere in the county.
What is the 15 percent surcharge?
Residential structures built on or after 1 January 1988 and before 19 June 2009 that never went through the windstorm inspection process can still be covered by TWIA under the noncompliant provisions, with a 15 percent surcharge applied to the policy. SB 498 made that availability indefinite.
How big is the building code credit really?
19 to 33 percent off the wind premium, depending on where the risk is located and which building code the structure meets. It is recorded on the WPI-8 itself and it applies every year the roof is up there, which is why an uncertified cheap re-roof is more expensive than it looks.
Can I look up whether my house has a certificate?
Yes, free, by address, in about a minute. TDI publishes every WPI-8 ever issued at appscenter.tdi.texas.gov. It is the single most useful thing a Brazoria County homeowner or buyer can do before spending money on a roof.
