Roofers replacing a shingle roof on a home in Arcola Texas off FM 521

Arcola is a small incorporated city in Fort Bend County where FM 521 meets SH 6, wrapped around by the much larger developments pushing down from Missouri City and up from Iowa Colony. Housing here is mixed in a way that the master-planned towns nearby are not: older frame houses along the original grid, newer infill, and acreage on the edges.

That mix matters for roofing because the right answer changes with the house. A 1970s frame house with an original-profile roof and a 2019 infill build are different jobs with different decking, different ventilation and different realistic budgets, and quoting them off the same sheet is how people get surprised.

The county line runs through this decision

Arcola is in Fort Bend County. The TDI Windstorm Inspections Program applies to Aransas, Brazoria, Calhoun, Cameron, Chambers, Galveston, Jefferson, Kenedy, Kleberg, Matagorda, Nueces, Refugio, San Patricio and Willacy counties, plus certain cities in Harris County east of SH-146. Fort Bend appears nowhere on that list.

So an Arcola homeowner does not need a WPI-8 to keep wind and hail coverage, and an identical house nine minutes down FM 521 in Rosharon does. It is one of the cleanest examples anywhere of a rule that changes at a line on a map, and it is worth knowing in two situations: when you are comparing quotes, and when you are comparing houses.

What we get called out for in Arcola

Leak tracing on the older stock, where forty years of additions and re-roofs have produced roof geometry that nobody would design on purpose, and the leak is usually at a tie-in. Fascia and guttering, because a lot of the older houses still have builder five-inch gutter and rotten board behind it. And full replacements on the infill builds as they come through the fifteen year mark.

Arcola is outside the windstorm programme, and that is worth money

The TDI Windstorm Inspections Program applies to fourteen named first-tier counties, and Fort Bend is not one of them. Brazoria is. So a Arcola re-roof does not need a WPI-8, while an identical house a few miles down FM 521 in Rosharon or Iowa Colony does.

Two practical consequences. Your quote should not carry a windstorm inspection line, and if one appears on somebody else's quote, ask why. And if you are shopping across the county line, the certification requirement is a real cost difference between two houses that look identical.

We build to the coastal fastening standard on Arcola roofs anyway. Six nails instead of four costs almost nothing and this is still the Gulf Coast.

Permits in Arcola

Arcola is incorporated, so permitting is a City of Arcola matter rather than a Fort Bend County one. Small-city departments are frequently faster than county ones, which is a genuine practical advantage over an unincorporated Rosharon or Damon address where the county asks for up to twenty business days.

Every roofing service we run in Arcola

Roofing questions from Arcola

Does an Arcola roof need windstorm certification?

No. Arcola is in Fort Bend County, which is not one of the fourteen first-tier counties in the TDI designated catastrophe area, so the WPI-8 requirement does not apply. If a windstorm inspection line appears on an Arcola quote, ask what it is for.

Why does the house down the road in Rosharon need one and mine does not?

Because the requirement follows the county line, not distance from the water. Brazoria County is in the programme and Fort Bend County is not, and FM 521 crosses between them. It is the same rule that makes Rosharon, thirty miles inland, a windstorm county address.

Do you still build to the coastal standard here?

Yes. Six fasteners per shingle rather than four, synthetic underlayment and ice-and-water membrane at the details, whether or not an inspector is coming. It costs very little and this is still the Gulf Coast.
